I looked into this a couple of years ago and, at the time, Trusim was the best option for me (www dot truphone dot com). It has cut my roaming bills by at least 75% in the US. I added a US number to the same SIM (which has a base Aussie number) so that US people could contact me easily - you can choose which US state you want the number from. From memory using the iPhone for regular emails, internet, Google maps, fb etc., my bill was around $50 for 2 weeks in the US. I recently used this SIM in Holland where it was very cheap as well.
I'm not sure if it's the best option for you or it is still the cheapest around, but I've had good experiences over the last 2 years.
I get a AT&T GoPhone which gives me a US number and reasonable call rates. Then purchase data seperately, the store rep will tell you it's not possible to get data on a foreign cell phone but it is. If you have an iPhone go to www.unlockit.co.nz and download the relevant profile.

Can anyone suggest which phone company offers the best service & rates for a sim card with data and phone in the US (New York).
