Why are airline baggage rules different on flights to the Americas?

because fees for baggage handling in the US itself are covered by the bag, and not by total weight.

The US Government mandated, decades ago, that luggage on US airlines - and flights to/from the US from international airlines - must use the piece system of baggage, not weight. Hence if an airline wants to fly to or from the US, they must institute the piece system for those flights.
