Tough one, seatback due to ability to use the screen during taxi, take off and landing, however, sometimes lying flat it is nicer to have an armrest PTV as you can often adjust them better.
a few variables come in to play here.. the type of J/C seat/layout would determine the most effective screen placement.. J/C 'recliner domestic' seats (similar to VA/QF 737..QF/JQ A332 etc) ... i prefer (up/down adjustable) seatback IFE (bulkhead mounted if front row)..with relatively 'limited' pitch/recline of the seats the screens can still be viewed comfortably.....J/C 'pods/staggered/herringbone/almost flat/angle flat/ horizontal flat' etc seats, i prefer an 'in armrest, pop up/out/swing, multi position screen..as the screen can be adjusted better to the multiple sitting/lazing/laying positions of the seat...as side notes....tail/nose cam isnt important to me..and i really dont see the 'fascination' by some airlines of a 15+inch screen (which relative to its size and the distance from your eyes...is actually bad for your eyes!!) ...a J/C 15inch MAX in seat multi directional arm screen suits me fine :-)
I generally prefer the pop-up from the armrest screens, as they are closer and more adjustable. However, the risk is that they sometimes refuse to pop-up.
Watson374, you've reminded me. My worst complaint about Economy seating on any plane is when the person behind stands up, using my seatback to pull themselves up. Argh! My head and neck is given quite a bounce - ouch!

Seat back - ability to use the video camera to see the runway on approach and the reverse for take off.

Def prefer seat back as they offer more flexibility to use the IFE when you want.

Seat back IFE. The pop ups from the arm rests can get in the way and are simply not large enough in my view (pun intended).

Impressive response, thanks guys! Seems seatback would be best for domestic, and pop-out only for lie-flat seating.
Surprised nobody's started the 'poking me in the back' whinge, though.

Another vote for seatback so you don't have to stow it away during taxi, takeoff and landing.
