So far, only VH-YQS has only got the refurbishment with Business Class. Four more QantasLink Boeing 717s will be refurbished with Business Class. VH-YQS is operating on selected flights between Sydney and Canberra, Melbourne-Tullamarine and Canberra & Brisbane and Canberra.
The 717s are being refitted with a Business cabin and product, but this is still ongoing. That having been said, unless you're on an expense account or are a politician, there really isn't much to gain from being up front on SYD-CBR, given it can spend as little as 25 minutes in the air.
None of the existing fleet is being refurbished or refitted to include Business Class. The aircraft fitted with Business Class are all additions to the fleet, gradually coming from storage in the United States.
But to answer your question, all the 717s operating to/from Canberra (and Hobart once those services begin next year) will be those fitted with Business Class. The first was only introduced a few weeks ago, so Seatguru probably just hasn't caught up yet.
Thanks for the answer guys. I know Business is an extravagance on this short route but as a reporter in the SMH said a few days ago, you have to travel in Business to get treated the way an Economy passenger should get treated.

Does a Qantas B717 have Business Class? I am booked in same SYD/CBR but seatguru says these are economy only aircraft and don't want to be ripped off.
