If you're flying with Qantas or BA you'll possibly have access to the Qantas Singapore Lounge (depending on ticket class or oneworld frequent flyer status) but as much as I like that lounge and the team there, it's not for a long stopover.
You can hop a train from T2/T3 - Singapore's metro system is great and this line takes you right into the CBD for shops etc, I think it's around 30 minutes from the airprot to 'downtown'. A taxi is about the same in time (allowing for traffic in peak hours) but of course costs more, maybe $30. If you had a really long layover you might want to train into the city and taxi back in the evening before your flight.

I'll mention here that Singapore's Changi Airport does have quite a few options for long layovers, including a free city tour (see http://www.changiairport.com/at-changi/leisure-indulgences/free-singapore-tour) plus airside transit hotels and even a swimming pool if you care to pack your togs.
