How zealous are the Jetstar Asia hand-luggage polizei in SIN?
Specifically, I've got a 115cm roller case (which is OK for KQ/3K as my "main" item), and then I've got my laptop backpack, which fits under a Y seat.
Neither item weighs me down, and (I think) I look very comfortable rolling around with this setup. How likely am I to be descended upon by the luggage polizei at check-in or gate screening, to be forced to check-in one item? I normally wouldn't be worried if the regulations offered a laptop bag as an exempted "small personal item", but the current Jetstar ones don't. (I swear they used to.)
I'm just assessing whether or not I should risk it or just check-in (for the record, it's not about the money, it's about saving time).

'risk' at your own 'risk'..as you are the traveller,.the onus is still on you to adhere to the stated airline requirements

How about ask at check-in desk? If they say "yes" that you will have ground to argue at gate. If they say "no", well, then just check it in.

I would prefer to prepurchase my check-in if I absolutely have to. Unfortunately, check-in baggage is not included in the base fare - Jetstar, not Qantas!

Well, than I cannot tell you about "standard" fare, but in JetStar Biz (they call it Star Class) they very easy with luggage. I flew MEL-BKK and have 2 bags. They allow to have 2 bags, but I have few kilos overweight, so strictly speaking they should insist to check it in. I argued that I like to get out of airport ASAP because I like to get to hotel. They let me go. Mind you - I did not have total overweight, but cabin allowance overweight. I reckon it depends of person who sits behind counter.

Aha. I'm allowed one carry-on and one 'personal item'. I'm essentially gambling that a laptop backpack is a 'personal item'. It certainly isn't enormous, but it is definitely pushing the personal item category.

Not very zealous in my experience, I'm based in SIN and use Jeststar frequently for regional leisure travel, its not checkin you need to worry about so much but the dedicated 'baggage attendants' dressed in black (and who have their own 'checkin desk' at the end of the opposite row to Jetstar (row 3) and close to SATs Prem Checkin) you need to worry about perhaps. From my observations their purpose is watch/monitor and intercept those checking in at LCC desks and approach those pax whose after check in head to immigation with excess cabin baggage, Ive seen quite a few pax directed to their desk, baggage weighed and checked in + costs. Seems to remove the problem long before boarding. Hope that helps.

Hmm, interesting! I rather think these are the baggage polizei that my parents were talking about.
From your experience, do they tend to hit everyone or do they zero in on the people with 200 shopping bags?

From what I've seen it not everyone, think its more like they have a profile in mind and certain destinations if I could put it that way.
They are watchful of pax who checkin but have family waiting with 'the other cabin bags' which I have seen before.
