Flying from SYD-LAX next month in Economy on VA as a reward seat booking. Am I able to upgrade to Premium or Business using points? I'm Platinum with VA if that helps...

No, it doesnt matter what your status is you need to book business / PE on the initial booking no upgrades on reward seats using points
"Flight upgrades using Points or Complimentary Fare Upgrades cannot be used in conjunction with a Reward Seat. "

Yes you can, I did the same thing earlier this year BNE -> LAX.
You need to buy the economy ticket online then call Velocity Rewards to upgrade to PE using your points.
From memory it was around 18,000 points each way to upgrade to PE but this is offset by the 12,500 you receive for buying the economy flights.
If you're still unsure, call the Rewards team and they will confirm this for you.
