Can anyone provide information on why One World higher tier FF members whilst travelling on OW flights have access to QF lounges but Why QF Club members travelling on say BA do not have access?

Because Qantas Club is a paid lounge program to provide lounge access when you're flying with Qantas, whereas Oneworld status is earned from frequent travel across the alliance and comes with the perks to match.

Exactly. Qantas Club membership isn't a status tier.

Lounge access is typically available under two distinct frameworks:

  1. The oneworld lounge access framework
  2. Access upon payment of a fee

For the purposes of lounge access under the oneworld framework, only the following are considered "higher tier FF members":

  • QFF Gold : oneworld Sapphire
  • QFF Platinum: oneworld Emerald
  • QFF Platinum One : oneworld Emerald
  • QFF Chairman Lounge : oneworld Emerald

Access to Qantas lounges by QF Club members is on the basis of the second framework (access upon payment of a fee). This framework includes provisions, which allows access by Qantas Club members to AA's Admirals Club when traveling on AA. Prior to 2012, this separate framework also includes provisions allowing access to BA lounges when traveling on BA. However these provisions have now been removed thereby preventing QF Club members from accessing BA lounges when traveling on BA.

QF provides lounges for access by passengers on the basis of both frameworks. A oneworld FF member may access QF lounges if they meet the criteria of the oneworld lounge access framework. That is why oneworld higher FF members have access to QF lounges when traveling on oneworld flights.

QF Club members are not considered "higher tier FF members" from a oneworld perspective.

The Qantas Club is the Qantas Club, not the British Airways Club or the Cathay Pacific Club.

Just because they share lounges with the Frequent Flyer programme doesn't mean that they are the same thing.

I'm not sure why a QF Club member should have access to Qantas lounge when not flying Qantas. The incentive is to fly a QF code. 

Those one world emerald's and sapphire's have reached applicable status and a reward for the frequent flying is having a wider range of lounge access (amongst other things).

You are right. For QF Club members, access to Qantas lounges is available only when flying Qantas (or Jetstar). The exception to this would be flights on another carrier offered by Qantas under a JSA (for example with BA pre 2012).
