Depends where you are kicking off & where you are heading. 3 UK had a great deal where you could use it all over europe (alot of countries) although Germany was not included at the time. It's called the Call Home package or something similar.

You may be able to purchase a sim card online...great value. 15 pounds & 25g data & calls.
