Qantas states in their status tier benefits comparison that silver or better status will give you "Preferential Access to Qantas Classic Flight Reward Seats". What exactly does this mean ? More access to J product ?

Upgrades on Qantas are processed in order of status. I think Plat 1 and Plat are confirmed 7 days before departure, and then the rest are confirmed by 24 hrs before departure.  Getting Silver just puts you infront of Bronze people in the queue when an upgrade is requested.

If you search for reward flights on the Qantas website (confirmed reward bookings on Qantas flights), some of those seats are offered only to Qantas' own frequent flyers with elite status.

Try searching on a busy route such as Sydney-Perth: first when you're not logged in (search for a normal, paid ticket and look for the columns for reward seats), and then log in and try the same search again – you may see reward seats available on more flights than before, when the system just presumed that you were without frequent flyer status.

Are those "extra" seats under a different inventory? Or are they still X and U for Economy and Business respectively?

It should be

Generally you wont see a lot of J rewards unless your a Plat or PlatOne
