The Italian Goverment has placed restrcitions on air traffic routes into Italy. I booked a QF ticket from FCO to SYD, due to the ristrictions the FCO - DXB flight is on a EK #. There was no QF number allowed on the flight meaning I will not earn status credits and ad many points if it was a QF #

The Traffic Restriction relates to the fact the LHR-NCE flight is sold under codeshare and operated by BA.
Essentially, CX does not have the rights to transport passengers between London and Nice, as it does not have fifth freedom rights on this route. Therefore they are not allowed to sell a CX codeshare flight from LHR-NCE by itself. They can only sell the CX codeshare flight in conjunction with an inbound flight from HKG.
The "traffic" (passengers booking this flight) is restricted to customers who meet the above eligibility requirement.
If CX wanted to sell the flight as a standalone flight, they would be forced to sell it under the BA code where no restriction applies.
