There is no arrivals lounge in MEL. Your Mum's onward flight to PER (which I assume is in Economy) will not grant either of you lounge access.
Your best bets are: to get someone to guest her (or even both of you), to pick up a Qantas Club invite for her (directly off someone, as they're no longer on eBay) or use points to upgrade her to Business on the way home to Perth (Discount Economy to Business is 20,000 points).
Otherwise, I can recommend either the Nando's in T2 or the Oporto in T1.

You might actually be able to guest your mum into the QF domestic business lounge provided she is flying on Sunday night..
International Business
Eligible if connecting to or from a Qantas or Emirates international flight on the same day.
One guest allowed and does not need to be travelling.

The OP would be eligible for lounge access this way if they were connecting onwards to PER, but they're not: Only Mum is flying onwards, so as far as lounge access rules go, it's a peri clear no.
