Iâm flying Delhi to Kathmandu on Jet Airways (Economy), booked directly through them on a 9W flight number.
I have both Qantas & Etihad Gold- If I fly under my Qantas FF number, will I get lounge access / other perks in Delhi?

No, your Qantas QFF Gold benefits do not extend to flights marketed by Jet Airways.
I'm tempted to say the same is true for your Etihad Guest benefits, but I'm not 100% sure on that.

No you will not.
The only thing you will get if you "fly under" your Qantas FF number is QF points. You will not earn Status Credit, nor will you be able to access the 9W lounges.
The earn rate is 0.5 point per mile if booked in K, Q or S inventory; or
Earn rate of 1 point per mile if booked in L, M, N, T, U or Y inventory.

Unless you had business in India, you might have been better off flying to HK, using any of the superb CX or QF lounges there, and finishing off your journey with a direct flight to Kathmandu with Dragon Air.
