Can you use Qantas points to upgrade to business on Emirates flights?

I am assuming you can because of the QF/EK partnership and how much does it cost on say a flight/s from PER-DXB-LHR?

No, you cannot.

You can only upgrade using points for Qantas operated and marketed flights, with the current sole exception of the LAN flight between Sydney and Santiago provided it's the QF321/QF322 flight number.

No unfortunately you cannot use QF points to upgrade on EK operated flights.  You can only use QF points to request an upgrade on flights operated by QF.

Very few example where you can use one airlines points to upgrade on anothers metal

- the QF / LAN example referred to by Peter (which only occurs on the codeshare)

- some AA and BA/IB flights (requires full-fare economy (Y/B) at a minimum)

- Star Alliance selectively (again mostly full-fare economy (Y/B) and full fare business
