It's basically a crowdsourced site that collates the results of people's attempts to switch or status-match airline and hotel alliances. (Either through a formal promotional channel, OR a discretionary airline offer).
The site essentially keeps a record of user-contributed "outcomes", when they have asked to match/switch. It has links to appropriate sign-up pages, as well as the best email addresses for you to approach respective frequent flyer program customer service.
You should use this tool to assess the likelihood of a Skyteam airline extending you a discretionary status match, since I don't believe any Skyteam alliance members are officially running such a promo at the moment.
