You'd need to consult a lawyer for a formal interpretation of the T&Cs, although realistically as you haven't applied your Velocity number to the booking, the Velocity T&Cs are unlikely to apply as you're not utilising your membership as part of the journey, and thus not earning anything with Velocity.

When you link your Velocity membership to a booking, however, you earn points, status credits and also eligible sectors in accordance with the Velocity T&Cs. :)
