In the verbiage for the changes AA has stipulated:
"Flights marketed by oneworld® carriers and Alaska Airlines will earn EQDs based on a percentage of the flight distance and the fare class purchased"
and
"With the addition of EQDs, we’ll remove the rule that 4 segments must be traveled on American or American Eagle during the qualifying year to receive elite status."
That tells me that the EQD earning potential for OW marketed flights is so poor that they do not need to bother for members to fly exactly 4 segments with AA. It makes sense as well for AA to ensure that members earn better EQM/EQD flying their own metal than say BA codes across the Atlantic.
