I'm flying in to DXB on EK and then back out same day on BA (albeit after a 13-hour stop-over for some meetings in the city), what are the other lounge options at DXB for a QF Platinum One (OW Emerald) FF when not connecting to a QF or EK flight?

Are you wanting to use the BA lounge in lieu of an arrivals lounge prior to your meetings?

The oneworld website has a comprehensive lounge list.
In Dubai, I think you will be limited to the BA Galleries lounge in Concourse D which recently opened (all the other lounges used by oneworld airlines are third party lounges)

Actually looks like QR opened a Premium Lounge in May 2016, but true to QR form appears that they are restricting it only to pax flying QR premium cabins (according to onemileatatime blog)

Yep QR lounge only limited to QR pax, even though its a QR owned lounge.
There has been much kerfuffle on the Business Traveller site (no relation to AUSBT) on this matter!
