It is not a pedestrian question. It can be daunting if you've not done it before or not done it a lot.
There is an easy way or a more detailed and proactive way.
Easy way:
Look online using the Qantas website or call up Qantas (fees apply). This is a passive way of booking award flights and your ability to get rewards flights are based on the skill of the Qantas agent and/or the Qantas booking engine.
Detailed & Proactive:
This requires you to identify the different possible routes to get to your intended destination and, using various search tools, tailor make a routing that fits your criteria and budget. Call Qantas to complete the booking and issue tickets.

Apologies for this being a pedestrian question, but what is the best way to book OW reward seats with Qantas points for other Oneworld carriers?

Best way? There are only two ways, online or over the phone. If you can't find something online, dial your phone.

Do they ever waive phone fees if it can't be done online?
