As you wnter the T3 arrivals hall, turn left and walk towards the signage that refers to the MRT station. There'll also be signage refering to transferring to T2. If you have luggage then you can use an elevator to take you down to the walkway.
You go down the escalotrs and it's a 6 min walk across to T2 where you then take an escalator up to the departure hall.
A few months ago we overnited at the Crowne Plaza at T3 and had a morning flight to Koh Samui departing out of T2 and this how we got across to T2 departures.

If I'm not wrong Changi has two terminal transfer train services linking all three terminals both landslide and airside.From terminal 3 arrivals A gates, you're able to catch the train to Terminal 2 F gates. Departure hall is one level up. I think you're able to transfer landslide to landslide as well.

TRB is correct.
All three terminals are linked airside and landside, so you can transfer on foot as well as by Skytrain.
If you're travelling with hand luggage only, you can even clear inbound immigration at a different terminal to avoid peak hours, as each terminal peaks at different times of day.
