Just check with Raffles and what is open and what is locked off, they are in reno mode at the moment. Personally, I think the Intercontinental is better, make sure you get club access, but there is a charm and a degree kudos to staying at Raffles
I recently stayed at the Intercontinental at Bugis Junction, very easy to get to from the Airport on the East West Line
Fantastic location , its a 3 minute walk from Bugis Junction Train Station
There are plenty of cheap and good eating places that you will walk through on your way to the Station
the Intercontinental offer a free Smart phone for Guests [ local calls]
If you want a Sim card there are 3 Telco shops in the open air Mall next to the Hotel
Sim cards are less than $15 with a reasonable plan. I purchased a Simcard from Singtel
All trains from the Airport stop at Tanah Merah Station and you change lines, very easy if you are going to Bugis Junction .
Buy the normal cheaper stored-value EZ-Link card and not Tourist transport pass at the Airport Train Station or at the Changi Recommends counters at the Airport.
There is the number 36 Bus which also runs into the city
A final hint , in the arrivals Hall in Terminal 3 there is a very good Food Court
