The majority of Emirates' Boeing 777s have angled-flat seats in a 2-3-2 configuration: only a handful of the jets (i.e., the newest ones in the fleet) have fully-flat seats, but they're unfortunately still in a 2-3-2 layout.
I flew the Emirates 777 MEL-DXB in J. Angle flat, not full flat. Whilst they aren’t perfect (a few passengers were complaining) they were adequate...just make sure you get a window seat. The coffin seat in the middle looked dreadful.

Can anybody tell me whether the business class seats on Emirates Brisbane-Dubai flight (EK430/435) are fully flat or angled flat seats?

EK430 is the 777 with a flat bed in a 2-3-2 config, but the seat is not as good as EK435 which is an A380 and has a 1-2-1 config.
