Good question Andrew. I think it all stems on which air routes are in the codeshare agreement. I know under the initial agreement there were only a few flights from Australian cities to SIA destinations and that at some time this year (2013) there was going to be an exstension of that codeshare agreement to further destinations especially in Europe. My understanding is if you book a SIA operated flight on the VA website, therefore a VA coded flight, you should get points and status credits, but I am not sure if you book direct with SIA.

Looks like as long as its not discount economy you can earn. Virgin is a but easier  status credits with partners to earn than QF.

In addition to the booking code requirement mentioned previously, Singapore Airlines does not fly to Phuket with their subsidiary Silk Air operating on the Singapore to Phuket route instead.

You only earn points/status credits on SIA operated flights. Therefore, you'll only earn them on the segments between Melbourne and Singapore.
