Not sure if it's new (seems to be since my last trip a month ago) but all passports with a chip can now leave HK at terminal 1 using smart gates similar to what's in Australia. was the same leaving HK to Macau (wasn't signed as being for visitors but was directed there by customs and it worked no issues). So looks like there is less need to enroll.
That's good to know, Singapore is the same. You need to enrole to use it on entry however it's open to anyone when leaving. However it's also not signed leading to mass confusion when people are sent over to the egates.
