Qantas will give you access to the SATS Lounge next door if the Qantas lounge is busy, but you'll have to visit the Qantas lounge first to seek entry or receive a SATS pass.

Personally I would not 'cash in' the Qantas pass for the SATS lounge, If they turn you away due to capacity, hold onto the pass and use it another time if possible.

Hi Benjie - yes, in peak times (evenings) a Qantas Club lounge pass may well see the pass-holder turned away, see https://www.ausbt.com.au/qantas-singapore-lounge-overcrowding-sends-passengers-elsewhere – Qantas is using the SATS lounge for this, you'd not be allowed into the BA lounge.

Even Qantas is very strict about their usage in their own lounges. For instance, the Qantas Business Lounge at LAX won't accept these complimentary Lounge Passes, for that Lounge is really a OneWorld Lounge that is merely operated by Qantas.
The situation at LAX isn't relevant to the post here. QF have acknowledged capacity issues at SIN and are directing QP members and those using complimentary passes to other lounges such as the SATS lounge if necessary.
QF explicitly mention that one cannot use the complimentary passes at LAX.
