The Velocity International Guide only lists lounges in South Africa being available for Velocity Gold and Platinum, thus it's fair to assume to you won't have access in London unfortunately.
Correct, no access as a Velocity member in London when flying SAA.
(If it's not in the guide, the answer is always 'no access'.)
You could, however, book Virgin Atlantic instead from London to Johannesburg, as Velocity Gold and Platinum members get access to the Virgin Atlantic Clubhouse at Heathrow, among other locations.
