For First and Business customers, this includes access to Emirates' First Class and Business Class Lounges in Dubai Terminal 3 including new lounges in Concourse A and Qantas' award-winning First Lounges in Sydney and Melbourne, as well as Qantas and Emirates Lounges in Australia, Europe, the Middle East, Asia and Africa.

Only if you are QF Plat or One World Emerald.
A Business ticket gives you access to the business lounge only.

If you clicked the link, second paragraph says:
For First and Business customers, this includes access to Emirates' First Class and Business Class Lounges in Dubai Terminal 3 including new lounges in Concourse A and Qantas' award-winning First Lounges in Sydney and Melbourne, as well as Qantas and Emirates Lounges in Australia, Europe, the Middle East, Asia and Africa.
This is part of the new Qantas - Emirates partnership.

If you're referring to this paragraph, " For First and Business customers, this includes access to Emirates' First Class and Business Class Lounges in Dubai Terminal 3 including new lounges in Concourse A and Qantas' award-winning First Lounges in Sydney and Melbourne, as well as Qantas and Emirates Lounges in Australia, Europe, the Middle East, Asia and Africa." then it would appear that brevity has got the better of them.
MattStevenson is correct. Although to be fair to Qantas, they did append a disclaimer at the end of the paragraph, "We look forward to sharing details of lounge access and eligibility soon."
But I do not believe the details yet to be published will contain information that is materially inconsistent with the existing lounge guidelines.

The alliance would never grant passengers on a business class ticket access to the First lounge without having QF Plat or EK Plat status, if they would the EK lounge would be virtually empty. You will need to fly F on QF or EK to access, or as per OW rules have Emerald status and be flying on an eligible OW flight - which would only grant access to QF First lounges, not EK lounges. You will not get access to the lounge if flying EK in Y or C and holding OW Emerald status me thinks, as the allianc is strictly between QF and EK and does not extend to OW) or hold EK Plat status and fly either QF or EK in whatever class.

65.Will oneworld members have access to the Emirates Lounge?
For travel on/after 31 March 2013, Emerald and Sapphire oneworld members booked
and ticketed to travel on a Qantas (QF) operated flight with Qantas (QF) flight
number will have access to Emirates Lounges in Dubai. Emerald oneworld members
will have access to the Emirates First Lounges and Sapphire oneworld members will
have access the Emirates Business Lounges.

OMG! You're right!!
I should hope QF formalises this on the QF website post 31 March 2013. To date DXB is not one of the cities in the drop down list for lounge information on the QF website.
AUBST, have you received clarification from QF?
Will the lounge listing on the OW website also be updated to reflect this?

Maybe sometime after Mar 31 I would suspect.
Without ACCC approval there is no deal.
