For the Qantas Double Status Credits promotion you will earn Double Status Credits on eligible Qantas flights worldwide and eligible Qantas flights is defined as "any Domestic or International Qantas operated flight with a QF flight number on your ticket where Status Credits are normally earned".
Can anyone clarify for me whether Qantas operated flight means that it has to be on Qantas metal or can it also be a QF codeshare flight with a partner airline?
I suspect Qantas operated flight means that it has to be on Qantas metal because I registered for the recent August 2018 Double Status Credits promotion and subsequently booked several QF flights on Qantas metal, as well as QF codeshare flights with Asiana (ICN-SYD) and with Jetstar (PEN-SIN). I have since completed all these flights and have received the bonus points for all the QF flights on Qantas metal but not for the QF codeshare flights with partner airlines. When I queried QF on this they informed me that it can take up to 6 weeks after travel for the points to be credited. So I have to wait 6 weeks before they will investigate.
Pretty disappointing if the promotion does not include QF codeshare flights on partner airlines, esepcially since QF does not operate their own metal to many destinations. What is the point of booking QF codeshare flights with partner airlines if they are not treated the same way as other QF flights?
Qantas code share means you get all the status credits due to a QF flight number which you would not get otherwise, that is the point of booking those flights (entirely up to you who you chose to book with). If it happens to be a Qantas metal i.e their own planes during the rare periods of double status credits then there is an added bonus. Not sure where the disappointment is in that arrangement. For me I always book code shares for that reason but each to their own I suppose.
Double status credit only applies to flights on QF metal, not codeshare. Not sure why you are disappointed? You still get SC from codeshare, just not the bonus. The rules are very clear.

The point is it's a special promotion to get bookings and fill seats on Qantas aircraft where Qantas gets all the revenue.

It means exactly what it says. Codeshare flights are not operated by Qantas.

Double status credit only applies to flights on QF metal, not codeshare. Not sure why you are disappointed? You still get SC from codeshare, just not the bonus. The rules are very clear.
