I just did PERTH - Singapore (Qantas); Singapore - Tokyo (QF code share; JAL metal); Tokyo - Brisbane (Qantas). I normally do SQ but they were waitlisted on most options.
I was carrying my standard hand luggage and flying business. I have been platinum for 15 yrs. All good so far.
At the gate at Brisbane I am forced to check my hand luggage as the gent said it was too big for domestic.
I have carried the same luggage literally 100s of times.
My solution I suppose is simple, I’ll just not use Qantas, but this notion of an international hand luggage requirement being different to domestic is just nonsense. It might not impact people with good Qantas international connections, but does for transit passengers.
Qantas have recently started actively enforcing their carry on baggage policy and it appears to be consistently enforced at least within domestic network. According to their website the dimensions for the largest bag carry on are identical for domestic and international (115cm) per item. If your bag is within these dimensions it sounds unreasonable.
I have had the 7kg rule applied on Emirates somewhere in Europe (Lisbon I think) so don’t think flying someone else will work. I suspect they all do it from time to time to keep us on our toes. I weigh carry on at home these days so I can squeeze in if on a short (few days) trip.
This has generated robust debate on FlyerTalk over the last 6 or so weeks. You said that you will not use Qantas again, but remember 2 things.
1. Virgin Australia are enforcing carry on baggage rules as strictly as Qantas; and
2. Virgin Australia has a 2 pieces carry on baggage allowance like Qantas, but Qantas has a 7kg limit per piece, VA has a 7kg limit in total (source -Qantas and Virgin Australia websites)
So you may have trouble finding a domestic airline that will meet your specific needs
I believe that the 7kg limit for hand luggage applies to all classes of travel, and even if you fly business, it is still the same for business and economy. What baffles me, is how you got away with the higher amount for the first few legs of the trip.
I use the same carry-on bag for both domestic & international (predominantly QF or code-share) & it is within their guidelines for size. I also check weight before flying just to make sure. I've only ever been checked for WEIGHT once domestically! Maybe I'm just lucky :)

Have you not heard about the 7kg max weight carry on limit that both Qantas and Virgin are now enforcing?

BA carry on allowance is 23KG! However that's not going to help you when travelling within Australia..

For a one week trip I do a suit pack and a smaller bag (with electronic stuff) both within 7kg each. Easy!!!
