Is this possible and if so what is the current process?
Or is it all too hard and just easier to buy a Qantas economy ticket and upgrade that to (Qantas) business class?

My understanding is That is not possible to Upgrade on OneWorld/Partner airline flights. If there is a way I am Also keen to know.

It's not possible to do that for most of Qantas' partners, except in very limited circumstances.
Your best bet is to either redeem a business class ticket outright (either JAL or QF), or buy a Qantas non-sale economy ticket and hope for the best with a points upgrade.
