Complimentary lounge passes and Qantas flights from Perth

The Qantas website shows that complimentary lounge passes are currently not accepted at Perth T1 or T4 business lounges. I was planning on transferring a pass to someone travelling Perth-Singapore at the end of December. It is not clear if passes can be used at T4 Qantas club or the T3 transit lounge for this flight, or if access to the T4 business lounge will be re-instated. Any advice appreciated.
