Which flights SYD to HKG have PE seats? I have booked CX110 in PE in Sept, but now I see in their PE sale the following condition: "Premium Economy class may not be available on all flight segments. Where Premium Economy class is not offered/available, passengers will travel in Economy class without refund/compensation.". What the?!

That would be fraud, so I highly doubt they would be. They're rolling out the new product pretty quickly, so you'd have to be extremely unlucky to end up in Economy.
Those terms seem ridiculous to me though. They should at least have the decency to offer a refund of the difference between the Y and W fares, or provide $X compensation in the situation where issues at their end mean you are stuck in a worse product (being the old Y seat, given that W fitted planes all have the new Y seat). If you did end up in Y, I'd be making a big fuss...

There's a resonable expectation that if you book PE you should be seated in PE, underscored by the fact that if CX swaps a different aircraft there is simply NO premium economy, so you should be bumped up into business class (yay, have a glass of bubbly for us!) or knocked back into economy (boo, hiss, and contact CX to request a refund of the $ difference between premium and economy at the very least).
It would be very unfortunate if you purchased a PE fare and then got thrown into Economy due to the change of aircraft. I know some friends from Cathay Pacific and they said you can ask for a Business upgrade if your flight gets changed. Virgin Atlantic offers Premium Economy on its Sydney to Hong Kong flights and they are built on all of their aircraft.

that is a standard part of the "contract". They are covering themselves just in case there is a change in equipment that doesn't have the new product

If you can book PE then that flight's got PE, unless as StuParr notes there is a last-minute swap of aircraft for one which doesn't have PE.
