Can you claim the TRS refund at the overseas passenger terminal in Sydney?

Yes, you can. There is an office for the inspection of goods on the arrivals level if you are packing them into your checked in luggage e.g. liquor, wine any liquids etc. Once you've had the good inspected, they'll give you a form, Once you've checked your luggage in and gone through passport control and security there is the office (near the walk way to gates 8 & 9) where you claim your refund or present your (non-liquid) goods for a refund. Note: this is particularly busy in the mornings when the bulk of flights to Asia leave, so allow yourself at least 30+ minutes once there to do it.

Application can be made by phone app. You download, get a Q-code and present it with your goods. See http://www.border.gov.au/Trav/Ente/Tour/TRS-applications

Note that there is a App you can download on your phone where you fill yours and purchases details with invoice/s number etc. it generates a QR code which you can save on your phone. It is very simple.

there is a dedicated line for customers who have the code already, this avoid the operator to fill in details and it's much faster and easier.
