I doubt it as it wouldn't make sense for them to make two different types of cards, but if you don't want the Mastercard (it's one less potential financial loss if you lose it) it will remain unusable until you decide to activate it. It will also be safer to lend it to someone so they can show it for store discounts etc (not sure if that's actually something you can do), without worrying about also giving them a (prepaid) credit card.

They send the cards without the MasterCard feature automatically to those with overseas addresses on their profile.
As mentioned by tronek the MasterCard feature is not usable until it is activated.
