I just had the same question re a flexi fare Sydney to Tokyo. it says flexi and fully refundable but some fine print refers to "some countries" having vouchers (no reference to which countries). I chatted with qantas on line. They say flexi means fully refundable. No $99 fee. I kept a copy of the chat so if they charge me. I will show them the chat copy.

A lot of people would use a fully flex fare that was fully refundable for credit card minimum spend bonuses.
