If the Business cabin is empty they may want to keep it that way unless economy is overbooked. There is a cost to having the cabin crew on providing a Business class service.
If they have at least some passengers booked in Business then they'd be more likely to consider accepting bids to upgrade.
In an 8 seat cabin good luck... I've put a few bids in when traveling as 4 and have never been successful but on the other hand bids done when traveling by myself at just above the minimum often clear.
I have bid twice (Syd - Per in the Suite and Mel - Cba) and been successful both times. I only bid the minimum allowed; worked so far (and I'm only Silver).

I normally bid $5-10 above the minimum. Has worked the majority of the time
