On Noumea flights Qantas sells "half the plane" and Air Calin sells the other half. Both airlines operate different booking systems so they leave seat select separately until 48 hours prior to departure when the two booking systems are merged so at online check-in you'll be able to pick any reaming seats in the cabin.
As a result in Business Class, Qantas will only sell what you're seeing and Air Calin will sell the other half of the seats. In Economy, things are a bit easier as Qantas sells all rows except for 6-9 and 15-21 which are blocked out in the Qantas system for Air Calin to sell and assign.
The same system also applies on Air Calin operated A320 and A330 services to/from Australia as it's an easy way to manage codeshare seat select.
