After a few assertive emails, SQ have graciously apologised for the error in loading the caviar, the F single malt and the ice cream part of the Japanese dessert for that flight.
Their initial response was that the caviar wasn't loaded because i'd ordered BTC and that this automatically "erases" the caviar from the standard menu for the passenger.

That’s good to understand. Thanks. My work pays my regular (never First!!!) travel and I pay my own way in First for exactly that experience so I would have been ropable in your situation.
Thats interesting to hear as on my last 4 legs all in F on the A380 not once was caviar served and i did not use book the cook except once when i ordered the lobster thermidor. Could they cost cutting i wonder?
The logic (if any) may be hard to understand, a bit like the major design flaw with the "forced to sleep on your side at an angle that many find uncomfortable" in many of the new J class seats
I flew a "dinner" flight from Sydney to Singapore 2 weeks ago with 2 out of 4 paid passengers on the 777-300ER
The appetiser was caviar or scallops
Only one order of scallops was loaded and 3 of caviar!!
If I had not wanted the caviar, the scallops would have been unavailable, leaving me with no appetiser
Their PR flogs the "customer demand" mantra to explain these types of issues
As always, the staff were stellar - there has been a huge improvement in warmth, humour and engagement
