Does anyone know whether International passengers arriving to and then leaving the USA are able to utilise the TSA precheck or Global Entry?

Yes you can use global entry and tsa precheck. On international arrival into the US, there will be a dedicated line for Global Entry members. And since you have to recollect you bags, you have to clear immigration anyway and re-enter, you can use tsa precheck at the precheck line in tsa.

According to the CBP website: "Australian Citizens are not eligible for Global Entry."

KPMS. It depends on your nationality. Only certain countries citizens are allowed. I have a UK passport and can. But my wife has an Australian one and can’t use her Aussie passport (although she also has a Taiwanese one she can use).
