In May I am flying Qantas on one day, CBR - MEL - SIN - HKT. First 2 legs are business and the last econ on Jetstar Asia.
I have just been told by Qantas that I can only access the QC in the departure city CBR and not in MEL or SIN.
Technically correct as there isn't a Qantas Club at MEL T1, it's a Business Lounge. And in SIN it's A Qantas International Lounge (assuming you're a QC member?).
If you're flying business class, Qantas Club membership is irrelevant, but it'll come in handy in Singapore prior to the Jetstar flight, assuming you're departing at a time the lounge is open.
Qantas Club members have access to domestic Qantas Club lounges and international Qantas business class lounges.
If you are traveling Qantas Business class from CBR-MEL & MEL-SIN under QF number and Jetstar Asia (3K) SIN-HKT under QF number you should be able to access a lounge each leg, only if it was booked under one ticket. If booked under a Jetstar 3K flight number it will need to be either a ‘Starter Max' Fare or ‘Business Max' Fare on your ticket to access the lounge on the Jetstar flights.
IN CBR: you can access the ‘Qantas Domestic Business Class Lounge' (turn right after security and follow the signs upstairs to lounge precinct). It's better than the Qantas Club. You are eligible to access the Domestic Business Lounge: if you are traveling in Business class or Qantas Platinum and above.
IN MEL: you can access the ‘Qantas International Business Class Lounge' (follow the sign towards the lounge, go downstairs after immigration near gate 7). You are eligible to access the International Business Lounge: if you are traveling in Business class or Qantas Gold and above.
IN SIN: you should be able to access the ‘Qantas International Business Class Lounge' (follow the signs upstairs in T1 near C gates). Keep your arrival (MEL-SIN) boarding pass too.
On return if Qantas Biz Ticket too: IN HKT: The Coral Executive Lounge; IN SIN: Qantas International Business Class Lounge; IN MEL: Qantas Domestic Business Class Lounge.

Dress code is only for domestic lounges. And no access in HKT as it's a 3K flight and it doesn't have Business Class.

I have just been told by Qantas that I can only access the Qantas Club in the departure city Canberra and not in Melbourne or Singapore.

Being in business and assume no other status you should be able to access the QF business lounge (dungeon) at the international in Melbourne.
