IIRC I've heard someone high up in Qantas saying something about selling PE on the domestic leg too. So probably no free PE op up for high status pax.

I'd second that. The application of the other two airlines are very specific regarding the airline operating, i.e. Silk Air for the second one. I think it's gonna be QF itself.
