On QF9/10 between Melbourne and Perth in Business the other day, I was advised that we were unable to use the pre-set recline position for takeoff and landing. Have there been regulatory issues in approving the recline position? I have previously used in the business suite on the 330
I flew Per-Mel in it last week and they definitely made announcements before both takeoff and landing that business seats had to be in the fully upright position. I was a little surprised by this too.
I asked the same question when i flew from Melbourne to London via Perth. Due to the new seat design on the 787 they are still waiting FAA approval for the recline landing seat position that's available on the seat controls. Its annoying when it's fine on the a330 to perth.

I took QF 9 Perth to London 2 weeks ago and QF 10 London to Perth last week (I didn't take the domestic legs) and I'm 99% sure they said that the seats had to be in "upright or pre-set recline position". But maybe I just heard what I wanted to hear. On both flights, as soon as I sat down I put the seat in the reclined take off position and was not asked to change it. Could it be that QF has approval to use the recline position internationally but not domestically on the same aircraft?
I flew QF762 Per - Mel on the A330 Sat 5 May seated in 6E and I had the seat in t/o recline and as the attendant came through before taking their seat for t/o, they put my seat in the upright postion. I just thought maybe there had been in change in the rules.
In the early days of the a330 I had an attendant berate me for reclining before take off. One of her colleagues pulled her aside and she was quite apologetic. It may just be a training issue.
Because the biggest issue in an incident is whether a seat is slightly reclined or not.....
it's about the HIC (head impact criteria) for the certification of the seat. They have to demonstrate that the seat/airbag works in the upright (which is approved) and a reclined position, until that's done, they aren't approved for any other position etc..

Every J flight I’ve been able to recline, as long as the green light is on near the bottom of the seat.

Flying in to LA on Friday we were asked to put them into the fully upright position for landing.
